Issue 7635: REGRESSION: Many context menu functions broken for popup page

Chrome Version       : 2.0.162.0

What steps will reproduce the problem?
1. Goto:  http://www.popuptest.com/goodpopups.html
2. Click on link "Good PopUp #1"
3. Right-click in the popup window and view the context menu

What is the expected result?
Be able to perform all the functions: Save As, View Page Source, View Page 
Info, Inspect Element

What happens instead?
All those functions are greyed out and do not work.

This works fine in 1.0.154.48, but problem in 2.0.162.0

Also, the above functions continue to be greyed out/disabled even after:
  (1) click the top-left icon > Show As Tab
  (2) drag the re-tabified window into the tabstrip of an existing Chrome window

Also, right-click the titlebar and the context menu Duplicate and Encoding are greyed 
out/disabled as well.

I believe this is intended, as the fix for the Issue: 5632. We are disabling all
useless options from the context menu ?

Well,  Issue 5632  specifically talks about "Duplicate" but what about all the other 
functions mentioned here?
 - Save As
 - View Page Source
 - View Page Info
 - Inspect Element
 - Duplicate
 - Encoding

Aside from "Duplicate" when the window is a popup/constrained, none of the other 
options are useless and they all need to be enabled.

And certainly when the popup/constrained window has Show As Tab re-enabled and/or 
dragged back into another Chrome window, _all_ of those options, including Duplicate, 
are useful, required, and must be enabled.

After all, a popup/constrained window is still a Chrome browser window, just with 
less trim.  All the above functions are available for any webpage, and there is _no_ 
reason why they are not available for a popup/constrained window.

Furthermore, at least for Save As, View Page Source, View Page Info, and Encoding, 
these corresponding functions are available for popups in all other major browsers 
including Safari, Opera, Firefox, and IE; so these should all be OK under "other 
browsers tested".

5632 appears to be entirely unrelated to this problem. On first glance it looks like
these items should be enabled and the other bug you link to isn't about whether the
commands are enabled or not. This is not intended and is a regression. I don't have a
working windows build right now, though, so I can't check this out for myself.

Then, we regressed here with duplicate, save page as, encoding options.

I don't see the option View page Source, Inspect Element, View Page Info options for
a PoP window !

Where do you see the above options for a pop-window ? Can you send us a screenshot ?

You get Save As, View Page Source, View Page Info, and Inspect Element by right-clicking 
_in_ the popup window, ie. right-clicking on the page itself (just like any other 
webpage, because it is a webpage).

Okey. Then the  issue 7677 , talks about pop's drop-down menu, may be related to this
issue.

Test: Please make sure the above menu options for Drop-down menu and also right-click
context menu are enabled.

And this bug is not just about mouse events either; at least one keyboard event has 
regressed:

Ctrl+U (to view source when the popup has focus) works fine in 1.0.154.48, but 
problem in 2.0.162.0

Adding Mitchell who stumbled across this during testing. 

Mitchell, this is the bug to watch for resolution on the issue you are verifying 
(duplicate working).

Can't repro.  Popups seem to have enabled options for me when right-clicking the 
content or the titlebar, or left-clicking the window icon.
