Issue 61112: First run does not import from Firefox on Mac when FF is the default browser.

What steps will reproduce the problem?
0.Be on Mac OS X.
1.Set FF to default browser.
2.Run Chrome as --first-run with an empty profile.
3.Note that things are imported from Safari, not FF.

If default browser is set to FF, and Chrome is run as first-run with an empty profile, import ignores FF data and imports from Safari instead.
