Chrome Version: 5.0.375.125 (Developer Build 0)

What steps will reproduce the problem?
1. Make a new theme
2. Make a perfectly black image named "black.png"
3. Use "black.png" as "theme_frame_inactive"
4. Load the theme in chromium

What is the expected result?
When the window is inactive, the background should be perfectly black.

What happens instead?
The background is dark grey.
