Just to make sure:  can you post the output of the following three commands?

1. env | egrep "LC_|LANG"

2. locale

3. locale -a | grep es

I bet it's language packs.

Here they are:

please check that you have chromium-browser-l10n installed.

I think Evan is right, which is confirmed by fta's comment. Ubuntu's Chromium doesn't seem to include es.pak by default.

Chromium on Ubuntu set to work in Spanish works in English and only in English. LANG is set to es_ES.UTF-8, but Chromium menues are in English. Also Chromium doesn't prompt to translate web sites in English and other websites are translated, by default, to English, not to Spanish.
