What steps will reproduce the problem? 1. Press cmd+L 2. press tab What is the expected output? What do you see instead? Focus should be on the tab contents (e.g., arrow keys should scroll up and down and pressing tab should cycle through links/form fields), but instead focus is still on the urlbar/omnibox.

FWIW, we eventually intend to make tab always trigger tab-to-search.

I don't know if what I said in comment 2 will apply when you haven't already started editing the URL. I'm also not real clear on the accessibility shortcuts we have today and how stuff works. You should probably not pay attention to any answer I give here :P
