This still happens and has become more frequent since the beginning of June. It now fails every 3-4 runs.

Copying a comment from  Issue 52858 , since this is the older bug:

A very large number of tests are now flaky because of this problem, to the point where I haven't been bothering to mark them as such.  I've just been checking each failure manually, because that seemed less silly than marking 50% of our tests as flaky :)

Does anyone have any ideas as to what could be causing this?  Any guesses on where to start looking?
