HTML5 DBs are enabled by default in Chromium.

Because of the flackiness of the storage layout tests, we had to revert this change. 
DBs are still behind a flag and NOT enabled by default.

HTML5 DBs are re-enabled by default as of CL 32698. This time (almost) all DB layout 
tests pass too.
