What steps will reproduce the problem?
1. Install 0.3.154.12
2. Have Chrome running
3. Over install with 0.4.154.13
4. Open About Google Chrome. As expected, you get a message asking to
restart Chrome for the change to take effect.
5. Close and open chrome.
6. Go to About Google Chrome again.

Issue:
Notice that the message asking to restart Chrome for the change to take
effect, shows up again... We need to Close and Open Chrome again to see the
Upgrade effect.

What is the expected output? 
This message should be shown only once and not twice...

On my machine I see the problem but in a different way - after running 12->13 updater  
and restarting chrome the chrome version shown is still .12. About Google Chrome 
always gives me error - Update server not available. 

This was already fixed and is also merged into release branch but is not part of 
.12/.13 (see r5035). I am going to mark this as obsolete.

Actually I think this is a real problem and is not new for this release. This should 
have been there since we started doing in-use updates. I will take a look at this 
some more.

This problem doesn't happen when upgrading from 0.3.154.9 to 0.3.154.12.
This started to happen from 0.3.154.12 to 0.3.154.13
