What steps will reproduce the problem?
1. Press alt+f or alt+e

What is the expected output? 
App or Edit menu should show.

What do you see instead?
Menu usually appears very briefly or not at all.  Sometimes in does stay, 
haven't divined any reason why it does or doesn't.


Please use labels and text to provide additional information.

Occurs on 4.0.302.2 dev channel and on trunk @37477.  Repro'd on ghardy and 
karmic.
