Need to support META tags that alter HTTP caching

For example,
<meta http-equiv="Pragma" CONTENT="no-cache">
<meta http-equiv="Expires" CONTENT="0">
<meta http-equiv="CACHE-CONTROL" CONTENT="no-cache">

We need to notice these in the renderer, and send information back up to 
the browser process so that we can update the corresponding HTTP cache 
entries there.

Disagree with marking  Issue 28035  as a duplicate of this!  Issue 28035  is about Chrome not respecting a "no-cache" cache header at all, even if it was send via HTTP headers (a behavior I can confirm). This has nothing to do with http-equiv meta tags.

Looks like  Issue 28035  was marked as duplicate and has made no head way. Can someone reopen 28035 so that we can have consistent cache control across browsers?
