What steps will reproduce the problem?
1) At the Sign in screen, click "browse without signing in" to start a BWSI session.
2) Note that kind of window that was opened by default.
3) Select 'New window' menu item, and press Ctrl+n. Note the kind of windows opened.

What is the expected output? What do you see instead?
2) At the start of a BWSI session, the initial browser window should open an Incognito window. Instead, it opens as a regular, non-Incognito window.
3) The 'New window' menu item on the Wrench (icon) drop-down menu should be grayed out during a BWSI session so it cannot be selected, and pressing Ctrl+n should open an Incognito window.  Instead, the 'New window' menu item is active, and opens a non-Incognito window.
