UserAgent: Mozilla/5.0 (Windows NT 6.2; WOW64) AppleWebKit/537.11 (KHTML, like Gecko) Chrome/23.0.1271.64 Safari/537.11

Steps to reproduce the problem:
1. Find long page, scroll down using keyboard shortcuts.
2. Open Dev Tools (F12)
3. Close Dev Tools (F12)
4. Try scrolling again, page doesn't have focus.

What is the expected behavior?
The focus should return to the page to allow navigation.

What went wrong?
The focus has been lost and you cannot navigate without first clicking on the page with your mouse.

Did this work before? No 

Chrome version: 23.0.1271.64  Channel: stable
OS Version: 6.2 (Windows 8)

After closing the dev tools you can't use any shortcut that interacts with Chrome.  Ctrl+L doesn't select the omnibox, F1 doesn't launch help, etc.

Able to repro the issue in Linux and MAC as well, from M21 Build.
