What steps will reproduce the problem?
1. Open bookmark manager
2. Right-click on the bookmarks bar


What is the expected result?
context menu "reorder by title", "add Page", "add folder" should be enabled.

What happens instead?
The menus are disabled. I have to click on the other bookmarks folder and
click again the bookmarks bar before the menus are enabled

Please provide any additional information below. Attach a screenshot
and backtrace if possible.

Knock out a couple more TODOs from the bookmark manager.
