I synced my source to various points in time, going back as far as 10th September. The test failed for me in each and every build. I was syncing with the -t flag (transitive), so the WebKit should habe been going back as well. Either I am doing something wrong or the test was broken before - but why did nobody notice?

This is unrelated to the WebKit roll. Fix at https://codereview.chromium.org/11271024/

We're also seeing this failure on the linux_chromeos beta (R23) official builder.

Is the failure time-sensitive? (Like after a certain time of day?)
