Smooth scrolling on linux/win will need pixel-accurate scrolling that is separate and distinct from the pixel
accurate scrolling needed for GestureScrollUpdate -- in particular, GSU wants pixel-accurate updates without animations.

According to injustu: this is not working.

K, I fixed my problem. My Chrome version was corrupted, causing bookmarks, settings, history, and all extensions to fail :(
So I completely reinstalled, and it's fixed!

Instead of putting the smooth-scrolling via the command line switch, try going to "about:flags" and enabling "Smooth Scrolling" instead.

Smooth Scrolling using the mouse, enabled via about:flags, is badly broken again in Chrome 24.0.1312.14 beta-m (current Beta channel). It seems only GPU composited pages are affected. Chrome stable (version 23) works as expected.
