Update the new tab page by: 1. closing the Most Visited and Recently Closed by default 2. Moving these up to underneath the Apps section 3. Adding line between Apps section and the closed Most Visited and Recently Closed sections 4. Changing the last menu item in the closed state of Most Visited and Recently Closed to "Expand"

Kan found that brand new user profile has collapsed THUMB and Recently closed section instead of the desired minimized ones.

And this is because migration logic took over our default value for shown sections. Working on a fix now.
