Report a bug page takes 6 seconds to load

What steps will reproduce the problem? 1. Login, it opens to the NTP 2. Click report a bug on the top right corner

What is the expected output? What do you see instead?

It takes 6 seconds to load, and the spinner on the tab isn't even spinning, which make the device feel as though it's frozen.
