HtmlDialogView opens links in a new window on ChromeOS

The current behavior for opening links in HtmlDialogView is to open a new window. The desired behavior is to open a new tab in an existing browser window. This is especially important for ChromeOS, but applies to Chrome on other OS's also.

Test (All platforms): * Run chrome with --enable-tabbed-options * Preferences > Personal > Set up Sync (may need to stop syncing first, or use a 2-Factor StrongAuth account on ChromeOS) * Click on a link in the Sync Setup Wizard (e.g. 'I can not access my account') * The link should open in a new tab in the last active non-incognito browser window.

Build:

0.9.126.0 (dev channel official build) Chrome : 8.0.552.324 (official build)

Verified fixed. Now the wizard no longer shows up .So closing this bug.
