On the WebUI user selection screen, the name of the selected user is not spoken

Chrome OS Version : ToT Type of computer : All

What steps will reproduce the problem? 1. Enable WebUI login 2. Tab to any user

What is the expected output? The username is spoken

What do you see instead? Nothing is spoken

How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) always

What is the impact to the user, and is there a workaround? If so, what is it? Blind users can't find their profile
