Use OptionParser instead of sys.argv

Replace sys.argv for BillReminder command line options.

Adding patch sent by Laudeci Oliveira. Note that the same needs to be done for billreminderd.py (don't worry, I'm working on it right now).

Applied patch... Thanks Laudeci! :)

Also changed src/billreminderd.py to use OptionParser.

Changed src/daemon/main.py to use OptionParser too.
