Support programmers from another platform in the upload.using preference for a board.

What change would like to see?

The upload.using preference for a board should support programmers in other platforms, with the platform:programmer syntax (as for bootloader path and core).

Why?

So you can create a version of a board that uses one of the default programmers for uploading.
