Site level: keep comments online, but allow no new comments #61

Sometimes users want to disable the creation of new comments while keeping
the already published comments online, e.g. when they go on holiday and are
worried they can't delete postings deemed inappropriate rapidly. 

So in case a user unchecks "Comments: [X]enabled" in the settings of the
weblog, (i.e.: when the creation of comments is disabled), I suggest
offering the option to decide if already published comments should stay online.
