Currently, the only consistency check performed on key configurations is that they have no duplicates assigned. In addition, we should check that the user has all assigned keys on at least one input device.
It's possible that the keyboard should change between invocations of the game, so we should also perform consistency checks on the main and options screens. If the key configuration is invalid, we should prevent the user from starting a new game, and should cause the "Options" button to blink on the main screen, and the "Key Controls" button to blink on the options screen.
