Application that may require a secure vpn connection, are not able to initiate vpn connections without user intervention.  It may be possible to improve user experience by allowing applications to programmatically setup VPN profiles and make connection to the server. It may be possible to use the existing private interface IVpnService and classes from com.android.server.vpn as the basis for this API.  This API should expose methods for setting up individual options in the VPN profile such as server name or address, programmatically establish connection with given user credential, disconnect from the server.
For VPN servers that are capable of providing dynamic routing information, such that VPN clients can set routes based on user privileges, the API should allow for routing information to be passed to the VPN service.
 
Applications should be able to receive broadcasts from the VPN service about VPN connection state. Also, application should be able to specify an activity which has to be launched when user clicks on the VPN notification in the status bar.
