Android 4.4 isn't rotating at all on my Nexus 7 (2012, Grouper) so this may be a deeper issue than rotation.

Looks like User Acceptance Testing (UAT) and Quality Assurance (QA) have fell on the way side with KitKat. For a billion-dollar company, this is quite shameful. It wouldn't take much for a few Google developers to actually create emulators and test them before each release, but I guess it wasn't done in this case. Hmm...

This still occurs for me. At least, upon start-up, my app will be rotated the wrong way, until I actually rotate the emulated tablet left and then right (back to its original landscape orientation).

I had this issue but discovered it was the auto-rotate setting on the virtual device. Check to make sure the auto-rotate setting is enabled by swiping down and making sure the icon is blue (enabled). Mine was off by default...

3. Press <Ctrl>-<F11> to rotate the screen
EXPECTED RESULTS: app to move into landscape UI
OBSERVED RESULTS: app remains with portrait UI, as if android:orientation="portrait"
