From what I've seen, the change to remove this service was only in one source file. Undoing the change should be a piece of cake.

Dear sir we in India are facing the problem of spam by service providers as balance update. The only way to do that has been disabled in 4.2.2

I too agree. I have not upgraded to 4.2.2 ONLY because I know that the pop-up blocker cannot be fixed, else my phone has been hammering me with 'update' notifications !
Phone providers have harassed me earlier and I have been extremely happy that this is now not happening. However, I know it will happen if I upgrade, hence not upgrading !!

Every time every minute or so I'll be bombarded with this ussd window, also when ever you send a message you will get this pop even though sms charge was zero we will get this pop up...So by intercepting this mssg one can supress the pop up based on content ..filtering could be use full..please help the android users..

Wish Google will bring an api or some way to suppress the ussd pop up based on the content..just example I don't want a pop up if my last sms charge is zero or last data usage is zero..thr was one application I was using by name "ussd blocker/balance update" that allowed users to set custom filter to suppress the ussd pop and capture the same in a seperate log for later view, this way you don't have to miss any ussd messages also .very user friendly..now none of the applications of this kind work as the api is removed in 4.2 ...it's daily mess for me to keep tapping the ok button :-( looks dumb when I unlock my screen to see these pop ups blocking my screen..

Whenever the data connection disconnects, there will be a pop up displaying the data balance. The 3G coverage is poor in 90% of India & it will disconnect every minute. There will be 20-30 popup after few hours. To answer a call, we need to touch OK for 20+ times.

I understand the reason for having disabled IExtendedNetworkService, But in India, ALL the major service providers force this notification feature(if it can be called that) on to their customers. As mentioned, every time the network gets disconnected, it notifies the users of their remaining balance and what has been their usage(along with a whole lot of other spam). Contacting the providers CS is an exercise in futility. What's worse - sometimes(especially at night), these notifications get appended one upon the other and we have to make the colossal effort of going down the entire stack of 30 to 40 of them (even before it allows us to take calls). Another thing to be considered is that, there are third party applications (free ones at that) that handle the security issue, but with the new update, those of us with the latest version of android have no choice but to suffer this annoyance. You'd be making a lot of people very happy by re-enabling it. here's hoping Google considers and solves the issue :).

#17 is right. I have missed several calls just because i had to click through several of these dialog boxes before i can push the answer button. This wasn't a problem till 4.1.2 as i was able to suppress these dialogs based on specific regular expressions. There should be an API to handle such situations. Until then IExtendedNetworkService should be enabled so that exisiting USSD manager apps can function properly.

While I don't encounter this kind of problem with my carrier in my country, I can feel the pain to be disturbed by dozens of USSD dialogs in a short time.
However, as an Android developer, I believe AOSP team can create an official USSD API with better security. I wonder whether the "App verification" can further improve the security issue?

The app Quite balance is a good app for blocking unwanted ussd messages perfectly. It help mainly for the customers who are using internet by using 2g and 3g networks. When 2g networks automatically switch to 3g, then the net connection cut automatically and display ussd data balance info and it happen viceversa.

I am currently using Note 2 with Android 4.1.2. The 3G speed in Kerala is pretty good and I rarely get these messages but I have installed Juice Defender Ultimate to conserve the battery power and then I came across this stupid USSD messages whenever the app toggles the 3G on and off to conserve the power of the phone. So in addition to this, I installed the Quite Balance app and it works like a charm. Just got to enter key words (like deductions, Bal, Vol, MB) and it block that pesky message without me having to click it like 20 times before I can even use the phone. So yea, if it aint working in 4.2.2, I would be hesitant to upgrade. Can this please be taken care of?
And no, we can't be choosy in the provider. All of them have this stupid setup. So pretty helpless here.

Please bring a fix to this chaos caused by USSD messages! Quiet Balance app in playstore was very good at filtering USSD messages until you removed this feature from the AOSP code. In India we get around 30 USSD notifications an hour.... It's a huge annoyance...

I use android 4.0.4 on my HTC and also have a USSD blcoker app from the play store. Pop ups are blocked but there is no way to stop those sound / vibration notifications. Is there a workaround for this? My phone is rooted.
Either I wish google could bring in some feature that would allow the user to block those nagging pop ups because I'm dead sure our providers wouldn't care.

Just moved from GB to 4.2.2 CM on my galaxysmtd and find the Quiet Balance app is not working because Google has removed certain functionalit! ugh!!!

Please re-enable this USSD API (whatever) so that developers and end users can be really very happy to control these horribly annoying Ussd popups. Just like srini in post 18, I have been tortured by humpty number of ussd notifications. I haved missed and failed to do so much just because of this problem. I am scared to touch my Nexus 5 again and trying to manage with my samsung note 1 on ICS.
At least, it would be good if these popups go into the background process area and stay in the notification bar with adjustable lifetime. Again 40 to 50 popups or notifications for horrible data connection drops within an hour is maddening.
Lookin forward to a solution. Thanking in advance.

As almost everyone on this forum says, USSD short messages with data usage and balance etc. is being forced down our throats by almost all carriers here in India. Using a battery saver app (like Juice Defender et all) that connects/disconnects the data network on demand or based on a time interval, just adds to our woes.

A solution is to install the Xposed Framework. It requires rooting! Once installed and rebooted you can install its own ussd blocker. It does work while I could not get the notifications app to work for me. Messy install, but peace and quiet!

In 4.4.4, messages are now collected into one dialog box. You can now click
once to "read" all of them. This removes most of the irritation and makes
the phone able to answer calls with, at worst, one extra click.
Having the ability to automatically ignore these messages would be better,
but at least now the phone is functional.

Add my voice to this conversation. Selectively filtering USSD balance notifications was very useful on my pre-4.1 devices. Quiet Balance was lightweight, efficient, and kept a log of the 25 most recent "interceptions."

This appears to be alternatively fixed in KITKAT. In Nexus 5, all the USSD
codes from overnight appear as a list and can be dismissed with a single OK.
I said Alternatively fixed because USSD blocker app still cannot be used so
one could avoid the pop ups completely. And not all phones have KitKat in
them as yet.

Hi Google, This seems to be a big issue in India, as everyday millions of hits come on USSD Android.I wonder why the USSD UI is so poor on Android. no touch optimisations, boring b&w colour theme and awkward screen rendering. May be Google should allow app developers to develop launcher apps for USSD. So that USSD skins can ve created to experience USSD session in more 'app' or 'chrome' like way... Any comments ?

I think motorola has sort of a work around for this issue. It clubs together the ussd messages into a scrollable list so that they can be dismissed with a single click.

creating accesibility apps or banking transaction apps using USSD as a fallback, HTTP won't work unless network and India and Africa are two major markets where having a service that interacts with ussd and allows payments in very remote areas of the country and continent would open gates to tons of applications.
Google itself can use ussd for tons of stuff. I understand why this was disabled, it was a major security flaw... and pretty much a single trojan could lock you out of your phone, abusing this.. but a session based ussd service should be very welcome..
