这个随意选择的许可只是 googlecode 要求我必须选择一个许可，呵呵。
可以进行 ip 到 地址 的查询，也可以反查。
反查支持‘*’，‘？’ 通配符，以后可能改用正则表达式
反查的时候，返回的是一系列的 ip 区间
