You can set up tax rules in the Google Checkout Merchant Center as long as the following conditions are all true:
You charge tax. (If you do not charge any tax, you do not need to set up any tax rules.)
If you are in the United States, then in any state where you charge tax, you only charge one tax rate.
If you are in the United States, then in any state where you charge tax, you charge tax for every item in an order.
If these guidelines are all true, go to https://checkout.google.com/sell/settings?section=TaxSetup to set up your tax rules.

In the form, enter the tax rate and, if you are in the United States, select the state where you charge tax. Then indicate whether you charge tax on items only or on both items and shipping charges. Finally, click the button to save your tax rule.
If you charge tax in more than one U.S. state, repeat this process until you have entered all of the states where you charge tax.
